The current LHC and the next generation detector magnets will operate over several decades. We have therefore defined a R&D programme targeting the upgrade of existing instrumentation and new technologies, concentrated on three domains: quench detection, magnet control systems, and magnetic measurements. The 4 T generalpurpose test facility will serve as a use case for these developments.
